OPERAT, final stretch for your 2023 declarations

OPERAT was created following the implementation of the tertiary decree in 2019.

Its objective is to reduce the energy consumption of tertiary buildings of more than 1,000 sqm.

To do this, the State has set targets to be met. Real estate investors have the choice of reducing their energy consumption in two ways:

  • Reduce by 40% by 2030, 50% by 2040 and 60% by 2050, compared to an annual reference consumption (recorded between 2011 and 2019),
  • Or reach a threshold in absolute value (of the order of 110kWh/m² per year in 2030, for offices for example).

To monitor the actions and results of these actors, ADEME has set up a platform, OPERAT, to declare the annual energy consumption of buildings.

What is the OPERAT platform?

This platform allows to aggregate all the consumption data of buildings subject to the tertiary decree.

Each year, real estate investors must enter this data in the platform to comply with the decree.

For the first declarations in 2022, they were initially to be entered before September 30, 2022, but a tolerance was finally granted to allow the actors to file their declarations until December 31, 2022.

For this year, the declaration date is September 30, 2023 and it is very close.

How can I retrieve my energy consumption data?

There are several methods available to recover your data.

MethodProsCons
Invoice collection

Difficulty in collecting invoices

Time spent to collect invoices

Data not very reliable or exhaustive

Index statementRather reliable and exhaustive data

Requirement to have someone come to do the survey involving time and money

Low survey frequency

BMS

Real-time monitoring of consumption

Reliability and completeness of data

Cost of commissioning (between 25 and 30€ per m²)

Installation time

Data difficult to access

IoT sensors

Data accessibility

Real-time monitoring of consumption

Reliability and completeness of data

For OPERAT declarations but also for reducing consumption to achieve the objectives of the tertiary decree, IoT sensors appear to be the most effective solution. Indeed, they facilitate declarations thanks to very accessible data while allowing actions with an immediate impact thanks to real time.

How does iQspot facilitate your OPERAT declaration?

We use IoT sensors to collect our customers’ consumption information. This information is then available on our SaaS platform and can be easily exported in CSV. Our energy managers then take care of completing the declarations for your declarations using the data collected by our IoT sensors. Your data is reliable, accessible and you no longer have to worry about declarations.

We also support you in achieving the objectives of the tertiary decree. Thanks to real-time monitoring of consumption, our energy managers advise you on the settings of your equipment to improve the energy performance of your buildings. Thus, your consumption reduces and you become compliant with the tertiary decree.

Use iQspot to be compliant with the tertiary decree.
