OPERAT was created following the implementation of the tertiary decree in 2019.
Its objective is to reduce the energy consumption of tertiary buildings of more than 1,000 sqm.
To do this, the State has set targets to be met. Real estate investors have the choice of reducing their energy consumption in two ways:
- Reduce by 40% by 2030, 50% by 2040 and 60% by 2050, compared to an annual reference consumption (recorded between 2011 and 2019),
- Or reach a threshold in absolute value (of the order of 110kWh/m² per year in 2030, for offices for example).
To monitor the actions and results of these actors, ADEME has set up a platform, OPERAT, to declare the annual energy consumption of buildings.
What is the OPERAT platform?
This platform allows to aggregate all the consumption data of buildings subject to the tertiary decree.
Each year, real estate investors must enter this data in the platform to comply with the decree.
For the first declarations in 2022, they were initially to be entered before September 30, 2022, but a tolerance was finally granted to allow the actors to file their declarations until December 31, 2022.
For this year, the declaration date is September 30, 2023 and it is very close.
How can I retrieve my energy consumption data?
There are several methods available to recover your data.
